"Schools may select, in any reasonable manner, a contestant to represent the school.  Each contestant, to advance, must be certified the winner of each prior contest beginning with the school.  Certification must be made in writing or by e-mail to both the COMMISSION Chair and the CHAIR of the next contest.  If a winner is disqualified, withdraws, or cannot compete, then the second-place contestant may advance.  If a substitute contestant is not available without undue delay, the contest shall proceed among available contestants."
